Luc Devereaux (Jean-Claude Van Damme) and Andrew Scott (Dolph Lundgren) had fought together in the Vietnam War in 1969. Luc finds that the sergeant has gone rather crazy and is holding a boy and a girl hostage. Luc and Scott get into a fight when the latter kills both his hostages. They end up killing each other. Cut to 1992, a team of Universal Soldiers known as UniSols, form an elite anti-terrorist unit. The UniSols include long-dead soldiers while Luc and Scott are also a part of it. The genetically changed soldiers are controlled by Colonel Perry (Ed O'Ross). When Veronica Roberts (Ally Walker) sets out to do a story on the UniSols for a TV channel, she happens upon the truth. Soon, her cameraman gets killed as the UniSols do not want their secrets exposed. Will Veronica get out of the area alive?
