Billy Taggart is an ex-cop. He is hired by Mayor Nicholas Hostetler to spy on his wife. Once the mayor finds out that his wife is cheating on him, he gets the man killed and frames Billy. After being double-crossed by Hostetler, Billy is looking for revenge. His pursuit of justice, matched by his streetwise toughness, makes him an unstoppable force and the mayor's worst nightmare.
