Social Welfare Minister Mukul Wasnik said on Monday that funds were sanctioned to Union Law Minister Salman Khurshid's NGO, the Zakir Hussain Memorial Trust, on the basis of merit in 2003 by the NDA government and that the funds would not be scrapped.
